[Board] Application/Reinstatement fee

There seems to be some confusion regarding Bruce Jewett owing both an application fee for reinstatement and annual dues. He, like everyone else, owes both. Everyone pays an application fee and then everyone pays dues. The confusion comes because for the first time in many years there was no one on the wait list who had completed their interview when he applied for reinstatement, and he was admitted immediately. We had several openings for several months. Under normal, non-Covid, circumstances, the wait list would have had several interviewed people on it when the openings for membership came up this season, and they would have been admitted before he made his application. He would then have had to wait until next year to be given membership, and nobody would think twice about paying both the application fee and the dues.
