PYC BOD and interested members and staff;

After doing a survey of the members who have knowledge of both the
Pepperrell Cove and Sound Basin mooring areas. A consensus has been reached
as to how we should move forward with resolving our mooring swing room issue
for the PYC moorings in Pepperrell Cove. The feedback I have received is
in line with my personal experience and suggests the following action be
taking by the R/C to alleviate our mooring swing room issues and render our
moorings useful once more to the member and transient community of interest.

R/C Recommendation:

Mooring #498 - issue limited distance between the mooring and other mooring
around it - Case: Staff cannot assign use for craft with LOA of more than
20ft.

Recommendation: Board authorize the R/C to work with Kittery harbor master
John Brosnihan and Pepperrell Cove mooring service to adjust the location of
the mooring.

Respectfully submitted:

Hi Frieda, Matt, Roy, Bob and Cleave;

I am requesting feedback from you all, since you have experience either
offering moorings to transient yachts or you keep your yacht in the Spruce
Creek area or in the Sound Basin: If you know of others that I should
contact please make the recommendation.

Background: The Kittery harbor master has offered a suggestion/option for
PYC. Since John is responsible for the Kittery mooring locations which
include both the Pepperrell Cove and the Sound Basin locations, he discussed
with both Matt and with Christina and me some options for the PYC BOD can
consider.

Option 1: Leave all 3 moorings in PC as they are today. In this case one of
the moorings needs to be moved to create more swing room for use by
transient yachts or club members.

Option 2: Move 1 or more of the moorings from the PC location to the Sound
Basin location.

Kittery harbor master's thoughts in making the offer:

Consideration 1: The PYC moorings at PC are out in the open and subject to
the prevailing Southwesterly build-up of waves and storm effects, where the
Sound Basin area is not at risk during Southerly storms.

Questions: Would this move provide a better experience for transient and
club to users?

Consideration 2: The distance between the PC and the PYC is longer than the
distance to the to the Sound Basin. The location does not have as easy
access to the restaurant and shore facilities at Kittery Point.

Questions: Would the shorter launch ride be more cost effective for launch
operators? Would PYC launch operators offer service for transients yachts
to ferry them to the Pepperrell Cove services?

As your new Rear Commodore, I have been asked to make a recommendation to
the BOD as to how we want to proceed for the coming season.

We could recommend going with Option 1 or Option 2. The Kittery
harbormaster does not have any preference, but he is willing to discuss a
mooring move if we want. In any event we will have to move one mooring in
PC to make it safer.

Possible Recommendation 1: I can recommend PYC leave things the way they are
and adjust the location of the one mooring that is unsafe. Option 1.

Possible Recommendation 2: I can recommend PYC move 1, 2 or 3 moorings to
the Sound Basin.

Possible Recommendation 3: I can recommend PYC move the 1 mooring that is
currently too close to other moorings to the Sound Basin and leave the other
2 moorings in place at PC. (I could ask the Kittery HM to do this on a
trial basis for this season)

I am looking for a proposal that is in the best interest of the Club members
and our transient guests: Please respond to me with the plus and minus of
each of these possible recommendations based on your experience and
knowledge.

Thank you in advance for your help;

Whit
