Pat,
This is very well written, and I have the following comments:
1. with out = without
2 the statement regarding "exercise fiscal restraint" may need a slightly  better definition.  The reference is unclear, and a few additional words here might clarify your meaning.
3. I definitely agree with extending the club hours to 8pm for members to enjoy summer evenings at the club.
4. When is the opening date?
Again, this a well thought out letter to the membership.
