[Board] Draft 2 Update

Good afternoon,

Attached is the second draft of a membership update, primarily with the
increased launch hours and a few other random questions and information.

When all the details for opening get established, I will send out the next
update with just the guidance for the Clubhouse.

Please reply if this represents your understanding of our decisions, and as
always if I have missed anything or you would like to add anything just let
me know!
