[Board] Draft Commodore's Update May 16, 2020

Thank you all for the frank discussion Thursday evening and I hope the
attached draft has captured the spirit and specific decisions of our
meeting.  As soon as possible, please let me know if you have suggestions,
if I omitted anything, and  if you approve.

The emails are rolling in and I would rather get this out to the
membership as a whole rather than answer individual ones.
