Hi Pat,
I agree with keeping the club closed until the ban is lifted.
With that said once docks are in, water is hooked up and running. We open  the entrances of the club. The side gate is open to access the docks and the restrooms are open. Eliminate access to the remainder of the club and secure all other entrances.
