[Board] New Castle Parking Changes March 27, 2020

Art,
I spoke with one of the New Castle officers three days ago about PYC parking this season while we were out walking around Fort Stark in New Castle.   I figured that available spaces would quickly disappear around New Castle (as they now have).
He told me that behind the church was open to us all (as usual), and he also said that the commodore could speak with the chief about any additional needs we might have.  I didn't the officer's name, but he did recognize me.
