[Board] PYC April agenda

Thanks Roy for staying on top of this issue.  I agree that we need a
committee, and even more than one outside the board would be fine with me.
If we expend the resources that we have on the pier, it will be IMPERATIVE
that we have a plan that will take us forward with the other issues that we
have on the horizon.
