[Board] 2019 CIP/CIF enhanced version

Here is new version of the CIP. I have added a bunch more items in than the 2019 CIP had. I also added in columns for when an item was replaced, life expectancy and when it will need to be replaced again. I took a guess at the life expectancy and some of the items are a guess for how much they will cost to replace.

More research, aka digging through the PYC file cabinet, Quickbooks and maybe any info Carole might, should be done to firm up past costs and dates but we have a start at trying to see how much money we will need for upcoming projects.

Some of the issues we have had is regarding long term re-occurring items get dropped off the CIP after they have been replaced but we still need to replace them again in future and they get forgotten about, like the fuel tanks. Other issues are we don't track what something cost when it was replaced and aren't projecting that cost out when it needs to be replaced again.

And of course another issue is funding the CIP and knowing how much funding is needed, at least a general idea anyways. The spreadsheet is showing we need about $50,000 a year in order to avoid future assessments and loans and it has only been funded for $30,000 the last 2 two years, not including 2019. It should probably be something we budget for and maybe add in an inflation rate.

If you look at the spreadsheet you will see we have some fairly costly projects, almost $300,000, coming up in the next 5 years, so we need to keep that in mind when we allocate money out of the CIF for the Pier project.

There are 2 CIP tabs, one with $20K annual funding and one with $50K annual funding to give us a feel of how it works out. Ignore the Expenses tab, it is an experiment that really isn't working out as something useful. Any item with a "*" needs a much better estimate.
