[Board] 2019 House & Docks rules updates

Here are my suggestions for changes to the House and Docks rules for the February meeting:

Page 61 item 6, Limited parking
Maybe add “Private events do not include parking in the PYC lot for non-PYC members” or something like it?

Page 61 item 11, Smoking
Smoking is not allowed in the building or anywhere on the decks, docks or entrance

Page 66 item 14 Dinghy
Specific wording about which docks are the dinghy docks so there is no “misunderstanding”?
East side of docks 14 and 15 and South side of docks 16, 17 and 18

Anything else anyone can think of?

I'd like to see the slip assignments renumbered from A-Z to using the number etched into the dock and then A or B. Makes it a lot easier to find a boat or report an issue, you won't need the legend. You can see what I mean on page 64 where it just uses letters.
