Time is of the essence. I had several discussions and visit with Duncan Mellor P.E. Principal Costal Engineer from Tighe & Bond regarding the PYC Pier. This memo requests permission to engage the services of Tighe & Bond to provide an engineering scope of work for the PYC pier to determine what's required to be replaced and or repaired, and conduct a load capacity of the pier. The cost of this engineering analysis is $2,500 Duncan and I further discussed the NHDES wetland permit expiring in February 2019, and may have a possible way of doing the work without going through a new NHDES permit process. The new permit should be a 25 day review process by NH DES after submission. We need the attached scope of work before applying for the permit. Please review the attached and grant me approval by Sunday Evening November 4th. My plans are to enter into a contract Monday November 5th. If you have questions please contact me.
