[Board-2018] Up Date on Dumpster Enclosure

Hi All,

At his point in time is there any reason to try and get this done prior to
next year? Depending on what we think might happen with the pricing, I'm of
the mindset that pushing to next spring (and avoiding a winter of
wear-and-tear) doesn't seem like a bad idea. No sense in my mind of rushing
to get this thing completed just in time for it to sit idle for 6 months.
If we can schedule the work to be done just following docks-in next April
it would likely be squared away before there's even a boat on the dock.

Additionally, it sounds like we've spent quite a bit this year on
repairs/projects - is there an advantage budget-wise to moving this to 2019?
