[Board-2018] Steward Position

Thanks to all for looking at this.

The next meetings agenda will be only this issue for a start, and then if
we have time we will do other stuff.  Like I have said before, there is a
lot of things swirling around this and I want to ensure that the prudent
decision is made, whatever it is.  We still have time to accomplish
whatever we decide.

Roy, great questions that we should make part of the discussion.
