[Board-2018] PYC Job descriptions

Here is a draft of the PYC Job descriptions. The Staff Guidelines were retyped from an old copy of them, Pat did some slight alterations to make them a little more PC, Glenn that is probably why they looked ok when you reviewed them, I thought Pat had typed them as is.

Jerry and I went over the originals and made a bunch of changes and additions. Pat did the typing.
