[Board-2018] Revised dinghy agreement

Hi Dan,

 

Thank you for the updated  the agreement.

 

I would like the following added:  All dinghies must have a twelve (12) foot
painter (Bow Line).

 

Reason for the addition; provide additional dinghies and reduce bunching up.
