[Board-2018] BOD Meeting Summary

Good thought Roy,

In my mind, anything is up for discussion.  What I have heard from the
board is that we should set a definitive pay budget, and pay bands for
employees, depending on longevity and experience.  I agree that returning
staff should get a bump within their range.
