The water and irrigation rate did not go up in 2017 but the sewer rate went up 4%. Our bill went up a lot more than 4%. At our house we use between 2-3 "units" a month. According to our water bill a unit is 748 gallons or 100 cubic feet. 1 unit a month is about 25 gallons a day.
