[Board-2017] Food sales

We should get the legal opinion for sure.

This was discussed in previous years....from my memory...

Snacks and drinks are no tax...just like getting something at 7-11 in NH

If the lunches are not for profit and club members only, it is not subject
to tax.....again, only from when we discussed this before.
