[Board] By law changes for reinstatement?

Sorry Roy, slipped my mind.

 

I think we should adopt a 1 reinstatement for every 5 new members.
Currently reinstatements represent 20% of members admitted, and this would
keep it about the same ratio.

Just to let you know have only received answers from 2 people so far and I
was hoping to send out a summary to the whole board tonight. It should only
take you about 5 minutes or less to answer the questions, unless you have
more thoughts for other solutions.
