[Board] Options for the mooring maintenance contract with PCMS

Hi All
I have received emails from eight members of the BOD. All agree with
option 1. I will let Geoff at PMCS know that we will go with option 1.
We will have to bring this up at the next BOD meeting and get a formal
vote on record I believe. Thanks for all of your input
