[Board] Launch use document

Why are we changing closing time to 2000. We have always operated till ½ hour after sunset. I see NO reason to change this.

As for fog, we have always operated the launch if we could see ½ way across the river or further. The launch has GPS, and if you can see half way across, generally you can see half way in the other direction.

I think $10 is a bit steep. The launch in Marblehead charges $7 for the first passenger and $5 for others going to the same boat, and Marblehead is pretty pricy.

Other than that, it’s fine.

Dan

My suggested edits in red below – just a few clarifications:

Launch Service Operation (from the House and Docks rules)

Launch fees $100/season or $10.00 per one-way trip

Hours of PYC Launch Service operation are:
Sunday thru Thursday 0830 to Sunset (or 2000, whichever is earlier)
Friday, Saturday, Races & Holidays 0830 to ½ hour after Sunset

(The hours of operation may be changed with posted notice by the
Rear Commodore or Rear Commodore’s designee)

Area of PYC Launch Service operation includes:
Hart's Cove, the Sound Basin and Jones Cove,
Pepperell Cove, Back Channel and Causeway area.

Fueling operations: The dock hands have been told that their first priority is to undertake fueling operations as we are a public fueling dock. This means that, if at times when limited dock staff are available, you may be asked to wait a short time before getting a ride to your boat in order that they may complete fueling operations in the safest possible manner. This will not happen under normal circumstances but please be patient when this does happen.

Weather: The Portsmouth Harbor area is susceptible to varying weather conditions. Excessive winds and waves, high currents, and fog are important factors relative to the safe operation of the PYC Launch. The launch driver has the final say as to the impact of these factors on launch service. As a rule of thumb, the launch will not go out if the launch driver is unable to see the Maine coast due to fog either in place when the launch service is requested or, if the fog is moving up river at a rate that causes concern about the return trip from your boat.

Fees: Launch service is for members of the Portsmouth YC and their guests only with the exception of the Captain and crew of vessels using the PYC moorings. The fee for that service is $100 per season or $10 per one-way trip to/from your boat.

Invited guests: If you have invited guests coming on your boat, you must be on the launch with those guests if they are using the launch to get to you boat. You must remember that, by law, no more than 6 people are allowed on the launch at one time. If you have more than 6 guests coming with you, you should bring your boat onto the dock and pick up your guests from the dock. The launch drivers have been instructed not bring your guests out to your boat or back from your boat unless you or another member of the PYC is onboard the launch.

Note: Please refrain from excessive conversation with the launch driver when the launch is underway. This will allow he/she to focus completely on getting you to your boat and back in the safest manner possible.

A couple of thoughts,

Launch times:

Tuesdays nights during racing season go to 1/2 hour after sunset, if needed? Not always needed as it depend what time the races get over.

Regarding invite guests:

Say the owner is on the boat because they went over early and has guests coming, then the guests show up but the owner is still on their boat. Would it be OK for the owner not to be on the launch in this case? And it saves a launch trip to go pick the owner up first.

Hi,

I will go back to my question from the beginning of the season – the $10 fee – does that go to the club or does it go in the pocket of the launch driver? I believe the club – but have been lead to believe otherwise. How do we enforce guests of member rule – and my example would be Dudley Dudley? And also, the $10 fee each way – is that per group going to a boat – or per person? In the past I thought we paid $5 per person.

Subject: [Board] Launch use document

HI All
Last year I agreed to write up a launch use document to make sure people knew what the could and could not do as far as using the launch. The following is a very first draft for consideration. It is by no means a final draft but I hope it will encourage some conversation at the upcoming meeting. Please let me know what you think either by email or during the meeting this Thursday. I would like to attach this to the newsletter this month or next month.

Thanks for your help
Dick
