I have never heard of this happening before in all my years here. Sounds to me like the board members in question needed a little education..... and maybe we do need a "tweak" that changes the words to "......accompanied by at least one PYC member" Kind of counterproductive to limit the exposure of a wait-listed member to the rest of the membership.
