I agree with Bud in that if we offer an option to increase the 
membership, it implies that it might be possible.  I think it is the 
board's role to determine if this option is possible before suggesting 
that we could increase the membership size.  With our current 
understanding we do not have an option to increase the size of PYC.  
Also, if we suggest that in the survey form, some in the town, who will 
undoubtedly find out about the survey, might immediately react in a 
negative way.  No need to encourage that at this point in time.  Just my 
thoughts
