[Board] Membership Survey version 2

Dan,
I feel we might back ourselves into a corner asking to increasing the membership.   It's my understanding that PYC went to the town a long time ago for a "Non Conforming Use" and was granted it based on 250 members.  We can confirm this but it will take some doing going through the historical board minutes or the town. 

Otherwise the questionnaire looks great.
